Possible to disable `begin` wrapping

Hi there Verible Community, 

The tool does this to `begin` lines. Is it possible to disable that?

Original:

    foreach(...)

    begin 

Formatted output:

    foreach(...) begin

We haven't made this configurable yet.

The place in the code the controls partition shaping around begin/end blocks is around here:

There are so many places in the grammar where `begin` and `end` can appear, so it's probably worth discussing what granularity of control makes the most sense.
