Paul, I like this and even learned a few things about the project.

I would suggest you move verbaige aroud the REASON for this project upfront and add that this is a fully funded reserve item that we are acting upon and there have been a number of issues suggestiong that the time has come to do this

Paul,

Excellent draft message. My suggestion is similar to Joe's. I expect most residents have no idea this project is planned for the near future. I suggest the first paragraph introduce the reason for the project and that it is fully funded in the reserve plan.
