[ANN] Vagrant 1.9.7

Hi everyone,

I'm pleased to announce the release of Vagrant 1.9.7. This is a small release mostly focused on resolving a few platform related issues targeted at MacOS and Windows. The vagrant ssh command has been fixed on Windows when running within Cygwin or Msys environments. On MacOS the pkg-config files have been cleaned of bad paths which were causing failures when installing plugins requiring extensions to be built. Notable changes within Vagrant itself include: preferred providers support, WinSSH communicator updates, and rsync-auto fixes for the docker provider.
