New plugin: vagrant-templated

Hi everybody,

I made this plugin for everyone who has been copying configurations every time you start a new project. At this moment there are two templates available, rails5 and vagrant-plugin, and want to add a few more soon.

The main idea is create a Vagrantfile and Berksfile with the basics recipes to have a development environment with just a vagrant up.

You can install it with vagrant pluglins install vagrant-templated.
