Yes. VirtualBox will install and run on Windows 7 which will serve as your host/hypervisor. Then you can install Vagrant. You can find a basic Vagrant box to start with here https://app.vagrantup.com/boxes/search and then use a provisioner in Vagrant to automatically install MongoDB when you bring the box up.
