"You must accept keys when running highstate with master" even though my master conf has open_mode and auto_accept set to true

I  have been using the salt provisioner on many vagrant vms except for the salt master. When I initially setup the master and minion config I enabled auto_accept and open_mode to true that way me and other devs wouldn't have to worry about generating keys for local master minion communication. Today I wanted to run some other states on the master node but it wont allow me to. Vagrant keeps saying "You must accept keys when running highstate with master!" but I have auto_accept and open_mode enabled.
