Vagrant can not apply vb-geast additions from the first start

Hello.

I am using ansible playbook for provisioning vagrant host.

Faced with the issue that vb-guest additions are not applying after vagrant plugin install vagrant-vbguest && vagrant reload.

Tried even to divide this on several tasks:

1. vagrant plugin install vagrant-vbguest

2. vagrant halt

3. vagrant up.

Still facing with the issue. It works only if to execute "vagrant halt" && "vagrant up" one more time. 

Please advise if there is any method how to make it work (apply changes) immediately without several vagrant VM restarts?
