ICU build error with Visual C++

Hi there,

I'm building fresh V8 version 12.0.34 with  Visual Studio 17.6 and getting  C2666 errors ` 'icu_73::Measure::operator =='  is ambiguous, similar to reported here: https://unicode-org.atlassian.net/browse/ICU-22401

This issue is already fixed in ICU PR# 2506: https://github.com/unicode-org/icu/pull/2506

So I'm asking probably V8 authors. Could you please backport this fix into https://chromium.googlesource.com/chromium/deps/icu repo and update v8/DEPS.
