There are some tarballs of chromium-only, here for example:

I work in an environment where building from a tarball would work better than using depot_tools and downloading with git...

But all the v8 build instructions don't work neatly with the tarball files even though the v8 files are the same.  I assume because gn is looking for build files in different locations.
