Cleaning up OWNER files

Hi v8-dev,

We are planning some comprehensive changes to the v8 OWNER files to ensure that they are both current and consistent with the expectations of owners specified in the Chromium code review guidelines.

What we are going to do:
1. Remove owners of directories who are not sufficiently active to qualify as owners anymore (e.g. haven’t reviewed or committed substantial code in the last ninety days)
2. Add new qualified owners

Having up-to-date owner files not only ensures V8 stays consistent with the code review guidelines, it has the practical benefit that it helps our code review tool select the right reviewers which will result in faster turnaround times on CLs and better code health.
I will upload CLs with the changes and let them sit for a couple of days. If you are affected and have objections please reach out.
