Off-thread streaming finalization

Hi all,

I want to implement off-thread finalization for script streaming, but I'm currently struggling with a software architecture design decision. Like a good engineer, I figured that writing a proper design doc outlining pros and cons would help -- but it hasn't, so the next stage is publishing the design and letting the wolves tear it apart.

I'd *very much* appreciate feedback on the two proposed approaches, and would *even more* appreciate suggestions of better alternatives.
