Design Doc: Fixing hashing in V8

Are our hashes bad? Do we totally misuse base::hash_combine? Is that a problem?
I would appreciate any input from hashing experts.

The doc lists some potential problems in how we compute and combine hashes, and proposes fixes.

A cleanup project candidate.
