PSA: Several wrong monorail updates made by bugdroid

Due to an internal problem, our bugdroid service has wrongly updated bugs with the merge-merged-8.3 label and bogus references to commits.
Please ignore all email updates about that. Once we've resolved the issue, we'll bulk-delete the merge-merged-8.3 labels. Internal tracker bug is https://crbug.com/1067248.
