[design doc] WebAssembly: Enabling inlining for non-wasm-gc modules

Hi,

In our optimizing compiler wasm pipeline we plan on finching inlining for non-wasm-gc modules (i.e. MVP modules / modules using linear memory).

The design doc outlines how to handle (reduce) the compile time regressions we have seen for some linear memory wasm modules last year when trying to ship the feature.
