What makes a good African leader? How does an African country maintain wealth?

I feel like my answer is very surface level, but I'm of the opinion a good leader pushes progressive values, pan-africanism, and reduction of external global influences while pushing for internal wealth. I think still participating in the global market is a good thing for maintaining wealth, however a reduction of non-African countries' influence can combat neocolonialism and help break the cycle of corruption. 

Does anyone have any thoughts? Happy to hear from and learn from anyone's opinions.
