The Lagos State House of Assembly has passed a law mandating the creation and maintenance of a network of public parks and libraries across Lagos, placing a park and a library within a 10 minute walk of every street in Lagos.
"Information is the currency of the Information Age" declared the Speaker of the House when making the announcement today.
"Any society that wishes to operate in the 21st century and beyond must invest heavily in the culture of learning, using the Internet, print books, films and other forms of learning, all of which the libraries will provide for free to anyone, from anywhere in the world, who registers with our library network.
Computing access, Internet connectivity, books and all conveniences will be provided free of charge. We are becoming a global information hub".
"Beyond information, relaxation is vital, rest from the challenges of life, enjoying the simple fact of being alive. Is a satisfied person likely to be corrupt or engage in destructive behaviour? Are creative ideas not likely to emerge from such environments?
We are building a network of beautiful parks to encourage relaxation, satisfaction in being alive."
