3.3 Eastern Nigerian and Introduction of UPE Scheme In 1953 the government of Eastern Nigeria made a proposal for free education in the region. The proposal was a modest one. It proposed that 45 percent of the cost of a junior primary education programme by 1957 would be paid by the local government bodies.
