(1)Make the center less powerful and consequently less attractive.

(2)Resource control. Manage your resources and bring an agreed percentage to the center.

(3)Abolish the Senate. 

(4)Structure the "House of People's Representatives" on three members from each of the 36 states and one from FCT.

(5)Make the national and state Parliaments part time on only sitting allowances. No salaries, no accomodation and other unnecessary bogus allowances.

Yes to all these commonsensical proposals. In addition, rotate a weakened central presidency, have multiple Vice Presidents, and also rotate all legislative and executive offices between the different zones that constitute the geopolitical zone at all subnational units.

We have said most of these, time and time again over the decades.

NOW is the time for the Constitution Amendment Committee to include many of these in the current amendment exercise and forward this to Mr President for a national broadcast to show this government indeed cares for a future and stable Nigeria.

 I did not talk of "power sharing". I talked of restructuring.

Your "moral restructuring" sounds interesting to me. How do we go about this "moral restructuring" thing?

Is it synonymous with what I would like to call ethical reorientation?

Why do you think sir that your "moral restructuring" should precede restructuring? Can't both be done simultaneously?

I disagree, Oga Falola. Moral restructuring or moral regeneration or any other iteration of the idea strikes me as amorphous and imprecise. What shape would it take? How long would it take? What are the envisaged outcomes? Is there a finite date for such a project? When would we know if we are sufficiently morally restructured for the other more substantive restructuring to work?

By my main disagreement is not even the above; rather it rests on my belief that what I understand you to mean by moral restructuring can work better in the context of subnational units in which there are shared broad values, moral economy, socioeconomic aspirations, cultural predilections, worldview, anxieties, and other common denominators.

Therefore, even though you raise a valid chicken and egg proposition about what should come first or precede the other, I am convinced that decentralization and devolution (political and constitutional restructuring) is a necessary condition for the type of moral restructuring you propose.

Have you considered the possibility that the moral degeneration that your moral restructuring is supposed to cure emanates from over-centralization, that is, the absence of citizens’ proprietary investment in a distant, oppressive, and predatory state that no one has any emotional connection to or a sense of belonging in?

I would suggest a "Sovereign National Constitution Conference", to be empaneled on the platform of "Doctrine of Necessity" by the National Assembly(acting to avert breakdown of law and order), then a referendum to ratify the recommendations and finally, proclamation of the ratified recommendations into a constitution.

Moses and Chidi:

Three conditions must happen before any form of political restructuring can produce the result you want:

 

  1. Re-capitalization of the poor. Let millions of people produce, sell and buy
  2. Re-moralizing the society. Values of corruption at the scale we now have it is deadly. Corruption can deliver development but not the variant we practice. Low trust society cannot make it
  3. Empowering local communities. People can organize and govern themselves in various units

I am not opposed to restructuring but I am saying that the outcome should not be exaggerated.
