Okonjo-Iweala as Minister of Finance advised the then Nigerian President, Goodluck Jonathan to establish a "Sovereign Trust Fund" to save the excess receipts from crude oil sales "for the rainy day". 

Jonathan agreed but the state governors then refused, because they own 60% of what was to be saved.

The "Nigerian Governors Forum (NGF)" with Rotimi Chibuike Amaechi as Chairman went to court and got a favourable judgement that killed the proposed "Sovereign Trust Fund".

The excess receipts from the crude oil sales were shared as received and squandered by the State governors.

Then, religion, ethnicity and political differences did not divide them, they were rather united by their usual desire to shortchange the masses of Nigeria, who they know have short memories.
