The Biden administration got a wake-up
call given Africa’s response to the Ukraine-
Russia crisis. It initially assumed that
Africa could be forced to toe the line by
sanctions and intimidation. That didn’t work.
Now the tone has changed towards
cooperation and negotiation. Fine.
The arrogance of the first half of the year,
perhaps pushed by the neocons in the administration,
had to give way, in the
light of dismal failure. The administration realized, too, that
anti-French sentiment
is on the rise, paving the way for more
pro- Russian inroads. Malian documentation
of direct French support to the jihadists
has not helped.
