CONCRETE PROPOSALS MADE AT THE AFRICA / CARICOM SUMMIT BY PRIME MINISTERS BROWNE AND MOTTLEY


Prime Minister Gaston Browne (Antigua and Barbuda)

* Establish a Forum of African and Caribbean States to be coordinated jointly by the Secretariats of CARICOM and the AU


* Designation of Sept 7 as Africa / Caribbean Day


* Staging of an annual Africa / CARICOM Summit on September 7


* Charge the Secretariats of CARICOM and the AU to produce within six months an Africa/CARICOM Charter and a Memorandum for Understanding for the operationalization of the Forum


* Establish a Multilateral Air Services Agreement between the AU and CARICOM


* Signing of a double taxation agreement between the AU and CARICOM


* Removal of visas for Africans to allow hassle free travel to the Caribbean and vice versa – for CARICOM nationals traveling to Africa



Prime Minister Mia Amor Mottley of Barbados

(1) The establishment of a regular weekly direct airline flight between an African country and one CARICOM member state -- even if it means that the AU and CARICOM may have to provide some modest financial or other support in the commencement phase of such a venture;

(2) The establishment of a joint AU / CARICOM electronic mass media platform or mechanism that facilitates the flow of news, information and artistic programming between Africa and the Caribbean, for the benefit of our two peoples;

(3) Establish an African / CARICOM public / private partnership dedicated to mobilizing resources and deploying them in critical cutting edge projects centred around renewable energy, digital technology etc

(4) A collective commitment to participate fully in the upcoming 22nd of September High Level meeting of the UN General Assembly in commemoration of the 20th anniversary of the 2001 UN World Conference Against Racism, and to jointly use that High Level event to advance the claim for Reparations within the processes of the United Nations.

Great suggestions. Right now air tickets to and
from the  Caribbean to any part of Africa 
are extremely expensive. Visa free travel is also
going to reduce stress. Right now it seems that
only two countries in the Caribbean have that
 option.

Prime Minister Mia Mottley of Barbados 
is a visionary Pan-Africanist.
