My question is why the reviewer started with the premise that "Mahmood Mamdani has moved from jettisoning ‘How Europe Underdeveloped Africa’ as a research problematic to substituting ‘How Europe Ruled Africa’ whereas HEUA also has a chapter on how colonial (mis)rule was a system of exploitation and oppression?
