Regarding travel with Permesso receipt

Since some of you had doubts regarding travelling to India with the Permesso receipt, I had written to the Consulate in Milan. Even though they replied with the obvious, I am attaching the conversation below.

If you have a valid visa on your passport you can travel, or you are directly to India with an expired stay permit and the renewal receipt it shoul not be a problem. Anyway such information is to be taken from the local Police.

I have applied for the renewal of my Permesso (expired 2 weeks back) and have obtained the finger print date for the 2nd week of December, 2018. Following is the reply from Italian consulate, Mumbai ....( below next para)

I went to Italian consulate and they issued me one letter which i have to show to immigration to avoid any problems. Consulate give this letter free of cost and within 1 hour.

We have to take following docs to consulate in Mumbai it whichever is near for you:

Original receipt of permesso, expired permiesso , passport

Dear Sir,

 

Kindly note that w.e.f. 19.03.2009 all the Indian nationals traveling to Italy with a receipt issued by the Italian postal offices proving that he/she has applied for first residence permit or renewal of the previous one expired, for Lavoro Subordinato,  Lavoro Autonomo or Ricongiungimento Familiare, are eligible to return to Italy without passing through any other Schengen country under the following conditions:

- passengers flying back to Italy may enter through a different border than the one used to exit;

- passengers must produce passports with visa in case they have applied for the first residence permit;

- passengers must produce the expired residence permit in case they have applied for its renewal;

- exit stamps of  the Italian border Authorities must be also seen on both passports and postal receipts. 

 

However, kindly note that students in possession of the Receipt issued by the Poste  Italiane in acceptance of the application for the first issuance of the permesso di soggiorno for Studio, must obtain a re-entry visa from this Consulate General, with a prior nulla osta from the competent Questura.

 

Kindly note that as per the new laws, in case you have been out of Italy for 6 months or more than 2 years consecutively (depending on the type of permesso di soggiorno/carta di soggiorno) the said permesso gets cancelled automatically.

 

You may submit original and legible photocopies of the following documents for verification through VFSGLOBAL, our outsourcing agents. After duly verifying the copies, they will return the originals to you:

1.first and last page of passport along with last departure stamp from Italy;

2. visa copy of first entry in Italy;

3. expired permesso di soggiorno;

4. ricevuta postale issued by the Poste Italiane SpA;

5. confirmed airlines reservation printout or ticket not transiting through another 

    Schengen Country

6. letter from Questura (in case of fotosegnalazione or collection of permesso di 

   soggiorno).

 

On evaluation of the documents, this Consulate General will issue a certificate which will permit you to travel on the basis of the Ricevuta Postale, if required.

 

This certificate is issued free of charge, but the logistic charges of VFSGLOBAL, will apply.

 

In the event the certificate cannot be issued, you will have to apply for a Re-entry Visa which will be subject to the Nulla Osta al Reingresso from the competent Questura.

 

In the event you are in Mumbai, you may submit the above documents at this Consulate General (4th floor) with a prior appointment.

What does it mean by entering through a different border ?

I also don’t know about that statement “ Different border”. The best way is always have Air India or any flight directly coming to italy. 
Though connecting flight from area other than schengen is also ok .

As far as I know, the major airports in India (Delhi- for sure and Mumbai probably) know about the permesso receipt however the small airports could be a problem. It had happened with students carrying French extension.

As per what Avinash mentioned, if you have the letter from the Consulate it shouldn't be a problem. But there is a certain caveat since if your State doesn't host the Consulate then you would have to go via the VFS which could take up to a week or so (VFS handling charges also incurred). 

So if your stay is for less than 2 weeks then the safest way I guess would be to go via flights through Delhi or Mumbai.
