The process to choose a doctor and apply for the health insurance card. 

(Fare la scelta del medico di base e la tessera sanitaria)


Before going to ASL3 office - Documents required: 


  1. The document which shows that you are enrolled as a PhD. (which can be found here: https://servizionline.unige.it/web-studenti/#/autocertificazioni)
  2. Permesso di soggiorno (If you don’t have it, then take your “ricevuta” along with you. Also the old permesso di soggiorno, if you have it.)
  3. The receipt of the private health-insurance (its cost now a days is 149.77 euros) that you applied for (while applying for the permesso di soggiorno).
  4. Passport copy (And take the original passport along with you, just in case.)
  5. Select a doctor beforehand. (We chose an English speaking doctor, whose office is quite close to Gastaldi. Her name is Dr. Emilia Lisei.)


Location of the ASL3 office - Go to the office early in the morning to avoid long queues:

Once at the ASL3 office - Climb the few stairs and enter inside, wherein you will find people waiting on seats.


  1. Take a token, by pressing the first square green button. (the machine is on the left side as soon as you climb the few stairs and enter)
  2. Wait for your number, and go to the counter once you see your number on the screen.
  3. Once at the counter tell them: "Devo fare la scelta del medico di base e la tessera sanitaria". (If, you want to have a conversation in Italian. Else, speak in English.)
  4. They will ask, (i) all your documents, (ii) to sign some papers and (iii) the name of the doctor you are interested in.
  5. Finally, they will give you, (i) a temporary card and (ii) timings of the Doctor you chose. After that, before asking you to leave, they will explain to you everything, so listen carefully, as the instructions turn out to be a bit different for everyone. :)
  6. Hopefully .. eventually, you will receive your proper card (Tessera Sanitaria) at your house.

P.S: For the 6th step; me, Antony (1729....@gmail.com) and Cris (cris.t...@gmail.com), will be going back again to ASL3 office. The last step is still incomplete for us.

I did the process but I have following problem:

I went to ASL3 and filled some forms and then the lady gave me white slip (temp card) but without doctors name on it. She said something in Italian. Do you know what might went wrong?

I am planing to go to asl3 again with italian guy antways to understand why no doctor name on my card.

Just to add to what Yusha has mentioned, I got the tessera sanitaria via conventional post mail in 3 weeks (probably the most prompt Italian bureaucratic service ever)

Hi Avinash,

I've heard from people that, when we go to the ASL3 office. It's better to have a doctor's name ready at hand.
I wouldn't know for sure, what might have gone wrong in your case. 

I don't know exactly where we can find a "list" of doctors in Genoa, from which you can select a doctor close to your area. 
(@Prajval, @Antony, @Cris ... Do you guys have any suggestions for Avinash?)

Anyways, your idea sounds good; it's better to go again and ask them to add a doctor's name.

To choose your doctor: 

Go to this page : https://anagrafesanitaria.regione.liguria.it/AnagrafeSanitariaWeb/pubblico/ricercaPubblica.do

- For Codice ASL: Enter GENOVESE
- For Comune: Enter GENOVA
- For CAP: Insert your postal code of residence

Leave the rest blank. Click on "Medico di Medicina Generale" . You will be redirected to the list of GP operating in your area and you can check whether they have availability by clicking on "ha posto?". If the message "Il medico ha disponibilità di posti" appears underneath, then it means you can register with him/her.
It also shows their timings and address of the clinic. Tell the name of the doctor you choose to the ASL officials while registering and they will do the rest.
