For example let's say CBC is airing two games(pre 2015)- Detroit at Edmonton is for British Columbia, Alberta, Saskatchewan, the territories, and the Windsor area, while Montreal at Colorado is for everywhere else. Now, people in Detroit who have CBC would get the Detroit at Edmonton game too, even though it's on FSN Detroit with Ken Daniels and Mickey Remond at the same time. Is there a rule where CBC telecasts are/were exempted from the blackouts then?

Generally no, since (IIRC) Fox Sports Detroit it not available south of the border.

I remember Windsor would get Red Wings games pretty regularly on HNIC if the Leafs weren't on.

Kind of miss the CBC of old with the scoreboard clock being used on the top right-hand corner, rather than the bottom....
