In context, she was discussing her misguided and evidence-free belief that the most recent presidential election was fake. She claimed there was a government issued mandate preventing anyone from stating otherwise, then awkwardly segued to the quote Marti referenced.
One of two things happened: either she meant it, or she forgot to add a transitional phrase between the two disjointed thoughts (i.e.- the election was not rigged, and if you believe that, nobody died in the Holocaust).
In context doesn’t actually clarify anything except she is unwell and probably should stay away from microphones until she’s sought mental health care. That’s not a mandate, just a strong suggestion.
