When you say the “The HBO App”, I assume that means HBOMax. But do you mean it is only specifically on HBOMAX and not just regular HBO to cable subscribers?

Correct, as is the case with a number of other shows, it will only be on HBO Max and won’t be seen on regular HBO.

I guess I have not been paying close enough attention. I know there are vintage shows on Max not on the Mothership, but didn’t realize that was true if new Shows.

All the streamers are throwing whatever they can against the wall to see what sticks. New, old, original, shared. It’s a bit like the dot-com boom in the late ‘90s, where everybody is putting up money to see what people will pay for. The streaming bubble will eventually burst, or at least deflate once viewing habits adapt. In the meantime, showrunners and heads of production companies are buying new houses and new cars.
