Is this Amy Sedaris in the Downey commercial?

There's a Downey Unstoppables commercial with an unflattering depiction of a woman as its star. I assumed it was Amy Sedaris in costume. I went to the iSpot.tv site and they have the commercial but were silent on the actress

 The YouTube video had speculation in the comments. Much of it on Kate Mulgrew.  I wonder is this is part of the marketing campaign and an ad agency is trying to throw off people.

I found Sedaris was in a bunch of Downey commercials from about 2011 to 2014, a couple of which I now recognize. So I am reasonably sure it is her. I think Downey is trying to create a commercial to get people's attention.

Not Sedaris. Not Mulgrew. Not anybody in particular, but whoever it is is at least 20 years younger. What's the upside in hiring a familiar face and making her unrecognizable?
