Yeah - BBC Four is the BBC's arts, science and culture TV channel (BBC *Radio* 4 is different). It does indeed stream via the BBC iPlayer, and these shows will be available for at least 30 days, and probably much longer after they've aired.

Generally the BBC geo-blocks its streams however (as do most US TV channels), so although you wouldn't have to worry about a "cable login" or similar (a free BBC login might be needed), they wouldn't be available in the US.

As to VPNs... I couldn't comment...
