The Senate version was passed today (3), but appropriations committees between both chambers removed the part where any increase in funding was specified; Gov Newsom still hopes to have the funding kept in the next state budget, scheduled for June 15th:

(Note - I am a state employee that follows legislation, but I am not speaking on behalf of the state or my agency)

This is strictly my educated guess, but one reason the dollar amount may have been removed is that the state has to close an estimated shortfall of at least $12 billion. Not including $420 million in additional credits (raising the total to $750 million) would help close the gap. The budget must be signed by midnight June 15, and would take effect July 1.
