Changing external run-scripts doesn't trigger re-parsing?

Hi there,

I'm using an external run-script (i.e. the run-script is not in the repository), and tup is set to track external dependencies (full_deps = 1). When the external run-script changes, I would expect tup to parse all Tupfiles that invoke it again, but it doesn't. Is this intentional?
