When creating manually a new move from a storage location, button "do" is readonly

Hello,
When creating manually a new move with a "storage location" as from_location, assignation is required but "assign" button is invisible (and "do" button is readonly) so can't go on, bug ?

No it is on purpose. You should use the proper shipment document to move
