Works state in Production

Hello. 

I have a Production with the Works assigned to it. Works include Work Centers with the Per Cycle cost method. 
Production is in the Running State. However, Works remain in the Draft State. What is the process to move Works to the Waiting-Running mode? Cycles menu is not active in Work.

The work state depend on the state of the cycles.

What is still not clear - why Cycles menu is not active in the Work and how can Cycle state be changed?

After some tests, I can specify my question on the subject: 

for some reason when Production is processed to the Running state, the Operations in the Works menu remain in the Draft state. Therefore, Cycles in Works menu remain not active and buttons Cance, Run, Do are not active. 

What could be the reason for Cycles not being active?

Hum, the state of the work not updated when the works are created
manually after running the production.
I guess it is a bug that should be fixed.
