The article uses the term e-moto on occasion and explains the difference, but unfortunately it uses the term e-bikes most of the time even when talking about e-motos.
These "bikes" don't require pedaling, can go much faster, and the weight of the machine is not a problem since a powerful electric motor takes care of that. They are really electric motorcycles and should be treated as such. And are in Europe as mentioned in the article.
I think it likely that lumping e-motos in with e-bikes will make the general public less bike-friendly than they already are.
