[VOTE] RELEASE-1.6.0-RC3

Hello All,

I've prepared a release for v1.6.0 (RC3)

Changes since 1.5.1:

This time around we have no artifacts because building out of the source tarball is not complete, and we are not distributing RPM's to be voted upon anymore. There will be convenience RPM's for download still. You will need to check out the git tag and build from there following the instructions in the build directory.

This corresponds to git:

Hash: 3cbdced6bd74ceb5ee38ea3d4bfe8d474f46ebc4

Tag: RELEASE-1.6.0-RC3

Which can be verified with the following:

git tag -v RELEASE-1.6.0-RC3

My code signing key is available here:

Make sure you refresh from a key server to get all relevant signatures.

The vote is open until Wednesday July 13th, 2016.

Before another RC is rolled, I'm going to wait a couple days to see if more issues crop up.
