The five fault lines of the descent of Haiti into hell!

By Jean Hervé Charles, LLB, MSW, JD

In the year 2026, while Haiti is enjoying a global appeal for succeeding to accede to be into the roster of candidates to the World Cup, the picture at home is still confusion and chaos. The gangs still control ninety five percent of the capital with their ugly heads in the state of Artibonite and Centre blocking both highways that connect Port au Prince to Cap Haitian the second city of the country.

The provisional government that has the chance to govern by itself the halls of governance of Haiti without the army of corrupt legislators is showing all the signs of incompetence and malign towards the population. The rights to the diffusion of the World Cup on television which has been bought for the price of one million dollars has been resold to the government for the price of three million dollars given two million dollars to the corrupt oligarchy friendly to the government.

The roster of the new mayors appointed by the government similarly have been given an order to clean up the laissez-faire policy in public health and the environment without any help to the displaced people in economic and social support.

Haiti is congratulating itself that American Airlines is returning to the airport of Cape Haitian in November, while an airplane is descending or flying each minute at the airport of La Guardia in New York.

The conclusion is that Haiti is sick and in agony. I submit to you that agony started two centuries ago, even before the independence of the country. Toussaint Louverture the father founder was governor of the whole island from 1796 to 1800. He became friendly with the second President of the United States, John Adams.

Through his ambassador the French man Bubell he send the message to the President of the United States that a leader must bring happiness to his people.  Those negotiations led to the “Toussaint clause” providing arms, munition and protection to Toussaint.

Intrigued, Adams was going to apply that policy in the United States bringing an end to slavery much earlier than 1865 and America and Haiti holding hands to bring happiness to the world. That good will policy was displaced by the corrupt election of 1801 leading Thomas Jefferson into power instead of John Adams. And since 1801 until today the world has turn left into the doctrine of absolute rationalism of Thomas Jefferson- Napoleon Bonaparte instead of the humanist rationalism of John Adams-Toussaint Louverture.  Haiti was placed under the regime of an embargo that lasted until today.

The second fault line is situated in the assassination of Jean Jacques Dessalines. The struggle to bring happiness to all has been taken by Dessalines after the kidnapping of Toussaint Louverture by Napoleon where he died in Fort de Joux of tuberculosis in April 7 1803. In a stunning and decisive battle on November 18 1803 Dessalines forced the French regiment strong of 31.000 soldiers under the command of the General Leclerc to leave St Domingue. From the ashes of that colony surged Haiti free and independent as the first black nation in the Western Hemisphere.

United to chase the colons, but divided in separating the spoils of the colony, the founding fathers did not see the construction of the new nation with the same eye. Dessalines wanted to give the 400.000 former slaves a fresh start to reach the kingdom of happiness. With the exception of Henry Christophe the rest of the former combatants saw the remnants of the wealth of the colony for themselves and their descendants. With the assassination of Dessalines, Henry Christophe was stripped of 2/3 of the country with Alexandre Petion controlling Port au Prince and the south of the country. At the opposite of the nation building policy of Christophe, Petion promoted the laissez faire attitude that lead to a nation without rule, without the education of citizenship. The republic of Petion subsided until today. With Petion and his successor Jean Pierre Boyer Haiti had an infancy in misery and miseducation. The French returned with an ultimatum of 44 billion dollars to compensate the loss of Haiti. It took almost two centuries to pay that ransom compromising infrastructure and institution buildings.

The third fault line rested with the succession of stand in governments leading to the American Occupation in 1915. Several foreign powers including, Germany, the United States, Holland manifested their will to have the Haitian government submitted to their command. Finally the American government seized control of the country until 1934, representing 19 years of ill governance lead by racist commanders from Louisiana that took Haiti back by pauperizing the rural areas and concentrating the power in the capital.

The fourth fault line started with the accession of Francois Duvalier as President of the Republic replacing Paul E Magloire who was presiding to the glory time of Haiti. Duvalier pere and fils lasted 33 years leaving Haiti into the middle age while civilization and progress went ahead in the Western Hemisphere. Mass of citizens who live peacefully in the countryside were brought into the Capital and the main cities for political parades. They never went back compromising the urban environment for the near future. They are now the candidates for illegal migration to the shores of Bahamas, Florida, the Dominican Republic, Chili and Brazil.

The Duvalier regime has been able to remain strong in Haiti due to the cozy relationship it entertains with the Black Caucus to which the State Department has trusted the development in Haiti. In a pre-Epstein style where money and woman were exchanged, the Black Caucus was entertained every week-end during the reign of Duvalier fils preserving the regime until the Haitian people took their fate in their own hands by booting out Duvalier and his wife.

The fifth and the last fault line sits in the transitory and regular governments of Jean Bertrand Aristide, Michel Martelly and Jovenel Moise. Individually and collectively they represent the high point in corruption, incompetence and insouciance to the plight of the Haitian population. For the last forty years (40) the Haitian government has been going into an abyss without end where now the gangs control three departments of the 10 sectors of Haiti. One must add the complicity of foreign influence to that decline. To quote Racine the French novelist, he did so much harm that we cannot say any good about him. Racine was talking about Richelieu, we are talking about Bill Clinton who killed the rice production in Haiti by introducing the Arkansas rice. Furthermore in a meeting at the White House that I attended it was formulated that agriculture was for Mexico while Haiti would have the textile industry. In a country where 85% of the population is dedicated to the agriculture one can imagine the devastating aspect of that policy.

The cohort of politicians vying to control the seat of governments are all more or less in the same tradition of collecting the spoils of the state for themselves, their families and their partisans. The degree of citizenship is lacking. Haiti is like Somalia a land with no soul where various groups are vying to be in charge of the coffers of the state.

But have no fear, I am grooming a young man by the name of Jude Elie. An architect and urban planner by profession who has been able to garner the cooperation of the whole international community towards Haiti. His policy will concentrate on rebuilding Haiti from the rural county to the capital while conducting election from the rural sheriffs to the president.

Haiti will be returning to the method that gave it the title of Pearl of the Antilles. Agriculture for self-consumption and for exports and large plantation of precious wood like mahogany and cedar in its enormous mountains for its sovereign funds. As such Haiti will fulfill its divine mission of redemption by holding the hands of the United States to spread the doctrine of happiness at home and abroad.
