TSVN just keeps popping up authentication box

On Windows 10, I installed the latest tortoisesvn client. I browse to my server (https) and I get the authentication box over and over and over and it doesn't log me in. I use another client on macOS and using the same credentials over the same URL, I can browse fine. Any ideas I can try?

Found the answer. My company installed a "Blue Coat Unified Agent" that is blocking.
