Renaming a folder removed all the restriction on the folder and made it accessible to all ?

I renamed a critical folder which had read and write access only to me. After renaming the folder SVN assumed it to be a new folder and the access rights were inherited from the parent folder.

has this happened to anyone or its just me.

That's expected.

Note: a working copy should not be stored on a network share, and should also not be shared with other users.
So if you have set the access rights of the top working copy folder so that others have access, then that's the problem.
