first, onedrive is NOT the place you should store your working copy, because onedrive does not keep the files fully present locally. This can (and will, trust me) interfere with almost all svn commands.

second: the error seems to be an SSL problem. Make sure your server is up to date and can handle current encryption standards because old and insecure ones got removed from TSVN.
