Here's your problem: you have ZoneAlarm installed.
Good luck removing that thing without formatting your harddrive and
installing Windows from scratch - I've tried that three times and failed
every time.

Believe me, I have enough experience with ZoneAlarm. And I can assure
you one thing: if something doesn't work and you have ZoneAlarm
installed, your best bet is to blame ZoneAlarm.

* ZoneAlarm successfully prevented me from installing VS2002 (fresh
Windows installation: ZoneAlarm was the first tool I installed, then
came VS2002 which ZoneAlarm didn't like).
* ZoneAlarm sometimes resets the 'last modification date' on files
without asking, which prevents Subversion from recognizing the files as
'modified'
* ZoneAlarm interferes with TCP/IP packets (without asking, and without
any entry in the logs) and is the reason for many errors with Subversion
(seems it still can't deal with DAV)
* ZoneAlarm can't be uninstalled properly (try it: I you succeed to
_really_ remove it without reformatting your harddrive, you're a genius)
*ZoneAlarm installs the OpenSSL.dll into the Windows System32 folder,
which breaks a lot of other programs (all those who happen to use a
different version of that dll - happened to TSVN) even though the
OpenSSL website _clearly_ states that you _MUST NOT DO THAT_.

I could add many more to that list.

And remember that a lot of people had no problems installling/updating
TSVN...

Although it's nice to bash ZoneAlarm on this problem, does anyone have an
alternative firewall that gets the job done?

The answer to the problem here is ... Turn off ZoneAlarm (shut it down),
then install the new version of the software, then reboot the PC.

ZA stops the dll from being installed, but has no problem with it if it's
already there.

Then report the problem there. They have no right to interfere with an
installation and break it!

I don't have that firewall installed and got the same error after upgrading from version 1.4.5 to 1.6.1.

My system configuration :
* OS : Windows 2000
* Firewall : Sygate Personal
* Antivirus : Avast

But before TortoiseProc.exe reported the error I also got an error dialog from the process of my backup software, Cobian Backup.

Well I solved it by uninstalling it first then installing the latest version. So it seems the installer wasn't able to upgrade my old installation.

Please send your email as an actual reply to the post that you're

Hi all

I had this same problem... updated to latest TSVN
(TortoiseSVN-1.6.5.16974-win32-svn-1.6.5.msi) and after a reboot was getting
error messages from Comodo firewall and even WinSCP about libapr_tsvn.dll
missing (app has failed to start because libapr_tsvn.dll was not found, etc)
- although both Comodo and WinSCP worked okay. However, Tortoise SVN wasn't
working at all - no icons or shell context menus etc.

I fixed it by doing the following....

Use latest beta version of 7Zip from http://www.7-zip.org/download.html to
open the TSVN MSI installer with.
Extract TSVN.cab
Open TSVN.cab in 7Zip
Extract F_libapr and F_libaprutil files
Rename them to libapr_tsvn.dll and libaprutil_tsvn.dll respectively.
Cut+paste the two DLLs into the %ProgramFiles%\TortoiseSVN\bin dir.

I then re-ran the TSVN installer and chose the Repair option.

After a reboot, everything was fine again :-)

I was having the same problem. I followed Ed's suggestion and The
problem was solved. BTW, i didn't need to repair or reboot in order to
resolve the problem.

I was able to fix this with a little bit of internet leg work, The Dll's that
are missing are

avalible from an SVN that I found, And after downloading them and placing
them in the "bin" folder of TortoiseSVN, Now Zonealarm didn't affect me when
I downloaded or placed them there so this should be a fix for all. Please
tell me if this down fix the problem.

I tried to follow these steps to fix the problem on windows vista, but it's
not letting me overwrite those two dll files, and says that they are being
used by another program

Just downloaded and installed the latest Tortoise SVN and get the same
message. I installed the x64 version on Vista 64bit.

And I do *not* have zonealarm installed - the only firewall is Windows
firewall.

The section you quoted does not show an error message and this thread
has referred to a few different ones.

Try this sequence:
uninstall
reboot
install TSVN
reboot

Hi all,

I just ran into the same error message, updating to "TortoiseSVN-1.14.0.28885-x64-svn-1.14.0.msi" (10 more years later, huh!). Twice.
  • on Windows 10 version 1909 laptop
  • on Windows 10 version 1803 workstation 
Both systems are similar in many ways, e.g. both have AV, so they are not two independently selected random PCs.
In both cases I've selected "Do not close applications. Reboot would be required". In both cases I saw the following error message after the reboot:

--------------------------- TortoiseProc.exe - System Error --------------------------- 
The code execution cannot proceed because libapr_tsvn.dll was not found. Reinstalling the program may fix this problem. 
--------------------------- OK ---------------------------

In both cases, running the same installer and choosing "Repair" worked.

I think, on the first run, installer crashes somehow, but there were no error messages or something. On the other hand, I don't remember seeing "successfully installed" either.
And there are no app crashes related to "Tortoise" in the Windows Event Log.
I suspect that this is related to AV (Carbon Black) somehow. Or some background Windows Update... Or whatever... (The installation process was much slower that usual, BTW.)

Definitely a bug. Came across this on every Windows system I upgraded, regardless of OS or architecture.

Recreation:
1) Install TSVN 1.13.
2) Upgrade/ Install TSVN 1.14. The install appears to succeed. No need to reboot.
  Problem: No context menu items.
3) Open "Tortoise SVN" from the start menu. 
  Problem: Instead of the Information page, 4 DLL errors are presented.

Interim solution: Either right-click the installer and select the "Repair" option, OR go to Control Panel and select "Repair". No need to reboot.
