Branch/Tag - How to set explicit revision for externals in CLI

The help file for TSVN shows the CLI command for doing the Branch/Tag operation, but doesn't explain how TSVN implements the option to set explicit revisions for the externals which it does in the dialog box.  I don't see how it's doing it, especially since there isn't an additional commit in the branch, and it's not a normal option in the SVN copy command.
