The older version of TortoiseSVN cannot be removed

I need to upgrade the pretty old TortoiseSVN client. Have downloaded the latest one yet during the setup msi installer for some reason need my original old installation package, something from 2014-2015, version 1.9.<something>. Of course i don't have such an old installer and i cannot provide with this file.
What i can do in order to install the new package or remove the old one?
I'm pretty desperate

You can find installers of older TortoiseSVN versions at https://osdn.net/projects/tortoisesvn/storage/. If the installer prompts you for an older version, download that older version. When prompted, select the older installer, and the upgrade should finish successfully.

Note that all TortoiseSVN 1.9.x installers except version 1.9.7 can be found at https://osdn.net/projects/tortoisesvn/storage/Archive/.

it would be too easy :))

i cannot download anything from the internet at my organization... i thought about possibility to remove / upgrade the old version WITHOUT the original installer at all...
