upgrade working copy

We are upgrading from Subversion 1.5 to 1.14.  We have been upgrading TortoiseSVN along the way. My question is the following.

Subversion has an svn upgrade command (client command) to upgrade the meta-data in a user's working copy.

I do not see an upgrade command in TortoiseSVN  

Does TortoiseSVN take care of the meta-data automatically.

We also moved the repository to a new machine so I had to do a relocate on the root dir of the working copy.

Some more information.  I am currently running TortoiseSVN 1.14.  I do see all the connect menu item. It I spossibe that since we have been upgrading TortoiseSVN (but not the repository), we do not have to upgrade the working copy.

if an upgrade of the wc format is necessary, then TSVN will show a context menu entry for that.
But that entry is only visible if the upgrade can't be done automatically and only if it's necessary.
