getting error while commiting

Hi Team,

Please help us on here.

While  the user committing the working copy after adding a file to the working copy. getting the below error.

Error : -  Commit failed. Commit blocked by pre-commit hook (exit code 1) with output:you are not allowed to commit in to the "/location/"folder!.

If you want to break the lock, use the "Check for modification " dialog or the repository browser.

We have verified the permission of the user and he is having R/W permission on the repository where he committing.
