Windows 7 Subverion Library broken

Hello!
It happened to me that clicking on Subversion library in Explorer rises error box telling subversion.library-ms is no longer running.
I've tried repair installation of TortoiseSVN 1.12.0, it did not help.
Please suggest, what to check.

Try re-creating the library setup:

Settings dialog->General->Create Library

That's what I finally end up with.
However, this way there is no more SVN specific commands on toolbar, like Update, Commit. So my major concern whether I could have them back as well.
