Bug report - issue with horizontal scrollbars in diff window

I am using following version:

TortoiseSVN 1.9.7, Build 27907 - 64 Bit , 2017/08/08 19:34:38
Subversion 1.9.7, -release
apr 1.5.2
apr-util 1.5.4
serf 1.3.9
OpenSSL 1.0.2l 25 May 2017
zlib 1.2.8
SQLite 3.14.1

Say you have a file which only has one long line. The line must be long enough so it will not fit into the diff window when comparing differencies.
To reproduce it, I have created a file containing following line:

aaaaaaaaaaaaaaaaaaaaaaaaaaaaaaabbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbccccccccccccccccccccccccccccccddddddddddddddddddddddddddddddddeeeeeeeeeeeeeeeeeeeeeeeeffffffffffffffffffffffffffffffgggggggggggggggggggggggggggghhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhh

I have committed the file and then added e.g. three extra letters at the end of the line, so the line newly looks like:

aaaaaaaaaaaaaaaaaaaaaaaaaaaaaaabbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbccccccccccccccccccccccccccccccddddddddddddddddddddddddddddddddeeeeeeeeeeeeeeeeeeeeeeeeffffffffffffffffffffffffffffffgggggggggggggggggggggggggggghhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhxxx

Now right click the file and go to TortoiseSVN -> Diff
I am wondering why is horizontal scrollbar grayed out?
Now turn on word wrapping -> horizontal scrollbar dissappers.
Turn off word wrapping -> horizontal scrollbar appears only on right side of the window (window with working copy) but has wrong dimensions - you can not use it for scrolling. If you click on it, it is grayed out again.

If you switch to single view pane then it displayes horizontal scrollbar correctly.

Fixed in r28112
