Hi there, 
I would like to know if it is possible to use TortoiseSVN and JAMA issue tracker when commiting changes? There is not much information about it on the internet.

TSVN can work with any issue tracker. See the docs on how to integrate:

however if you mean TSVN fetching info from the issue tracker directly, that requires a plugin. But there's no plugin for JAMA issue tracker that I know of.
