TortoiseSVN requires ELEVATION for anything

After reinstall Windows I'm trying to update an svn folder previously created (before reinstall windows) but TortoiseSVN always throw an "Requested operation requires elevation" error. Not only update, any command I'm trying to execute throws the same error:

I tried to install the last version of TortoiseSVN and oldest versions, all with the same error. I'm administrator and the folder owner it's also me... don't know where is the problem. I'm trying to do a new checkout in a new created folder but I get the same error (this was to test if it was any problem with the windows reinstallation or folder owner).

this is the problem.
while the user account(s) you created might have the same name as before the reinstall, their assigned UIDs are not the same. But file system access rights are not assigned to account names but their uids.
You have to allow full access to your working copy folder to your current account (best: remove any existing users and groups, then add them again), and of course do this recursively.

Hi Stefan

I tried this, give total rights to my user (i'm the administrator) for the folder and all subfolders and the problem persist. Also I tried to create a new repository on a new folder to avoid any problems with rights and the problem still the same.
