Tell Tortoise another program has cloned an svn repo here

Hi, I might've missed it but it seems like Tortoise will only notice that there's an svn repo if it was cloned with the program.  It'd be nice if there was an option to say this folder is already the root of an svn project, please stay up to date with changes to it.
