TortoiseSVN hangs for about 10 mins, then gives a timeout error

This suddenly happened to one of my developer, only one it's happening
- We tried restarting
- Clearing the credentials and trying again
- Updating to the latest 64-bits versions
Everytime we try to commit or update, it updates a one or few files before stopping completely, the Windows 10 wait icon starts spinning and it stays there for 10 mins until it gives a timeout error
Anyone knows what is going on and what I could try to fix it?

Well, fixed, how strange
Eventually after cleanu-ups and trying again and then waiting, one of them actually went through and it works since then?
